Specific Minimum Qualifications and Expertise
- Essential: IT system specification experience – including system testing, and excellent attention to detail when inputting to and reviewing technical documentation.
- Degree, or equivalent professional qualification(s).
- Communication skills – the ability to communicate professionally and effectively with colleagues and stakeholders at all levels.
- Interpersonal skills – a flexible approach and the ability to work well within and across teams.
- Organisational skills – the ability to proactively prioritise, plan and schedule complex tasks and demonstrate problem solving skills.
- Strong IT skills – highly proficient in the use of MS Office applications, including Visio, Outlook, PowerPoint, Word and Excel.
- Knowledge and experience of working in a regulatory or sustainable energy environment (desirable).
Purpose
The New Schemes Development team, within Ofgem E-Serve, focuses on the
up-front development of the arrangements and systems for the effective management of a number of statutory environmental and social programmes within the energy sector, on behalf of the government.
This position will focus on assisting the IT Liaison Development Managers with all the required specification, development and effective operation of the IT systems used to administer the Renewable Heat Incentive (RHI) and Energy Company Obligation (ECO) schemes, and any other schemes that may arise.
Working with the Policy Development Managers and the Business Applications team, the role will have responsibility for supporting and developing the requirements for the IT systems and managing the User Acceptance Testing (UAT) and system support prior to the launch of all new developments, taking into account similarities and overlapping of the schemes.
Key Outputs and Deliverables
- Supporting the planning and delivery of the IT systems’ development, and monitoring the delivery against the development plan.
- Developing and mapping efficient and effective processes/amending existing processes (as appropriate).
- Supporting the development of system Use Cases, with assistance from the development and operational teams, as well as the Business Applications (BA) team.
- Conduct thorough User Acceptance Testing (UAT) of system functionality, prior to release, to ensure that systems meet appropriate business and legislative requirements.
- Assist in the preparation of appropriate training and system guidance material for internal and external system users and stakeholders, and in the running of training sessions/workshops.
- Working on ad-hoc projects as required.
Key Stakeholder Relationships
- Internal –Business Applications team, Environmental Programmes, Communications Division, Environmental Policy Directorate, New Schemes Development team.
- External – Generators (companies and domestic households) of all sizes, energy suppliers, agents acting for generators, trade associations, DECC, External System End Users.
Key Accountabilities
- Support IT Liaison Managers to ensure all requirements are captured for developments to the IT Systems.
- Assist IT Liaison Managers in developing and managing the UAT and training processes, in readiness for the launch of all new developments.
- Support IT Liaison Managers and Business Analysts in identifying best system solutions, within deadline and budget.
- No budgetary responsibilities.
- Possible management of temporary staff, to assist with testing.
