Specific Minimum Qualifications and Expertise
Essential
- Educated to degree level, or equivalent professional qualification/s, (or relevant professional experience) in a science, engineering or related area.
- Proven ability to manage and deliver operational processes.
- Proven ability to manage staff, along with demonstrable experience of working well in a team.
- Excellent written and verbal communication skills.
- Strong numerical and data analysis skills, paying particular attention to detail.
- IT literate, including Microsoft Office (Outlook, Word and Excel).
Desirable
- An interest in environmental issues, especially understanding and/or experience of renewable energy.
- Experience of working in a customer-focused environment.
- Experience of working on bespoke IT software projects, particularly in relation to high volume document and/or information processing.
Purpose
The Renewable Heat Incentive (RHI) is a Government policy designed to increase the uptake of renewable technologies used for heating. This is a ground-breaking scheme that will help the UK reduce carbon emissions and hit its EU renewable energy targets.
Ofgem plays a key role as the administrator of the scheme. This includes the assessment of a large volume of applications to verify eligibility, authorising payments to participants, and handling enquiries from current and potential participants.
The purpose of this role is to assist the Generation Managers on issues related to large volumes of generator applications, periodic data submissions and enquiries under the RHI. The role focuses specifically on the key outputs and deliverables below.
Key Outputs and Deliverables
- Check and verify the accuracy of periodic supplied information (e.g. meter readings) and RHI register calculations, to ensure the correct tariff and payment has been calculated in the IT system.
- Ensure generator applications for accreditation are accurately assessed against the scheme eligibility criteria, within set timeframes
- Review information provided on a regular basis from generators.
- Answer complex queries from current and potential participants (e.g. on eligibility).
- Review the generator elements of the accreditation system and update as appropriate, developing, documenting and streamlining business processes.
- Train IT liaison and RHI Administrators on elements of the RHI scheme that are specific to generators.
- Raise IT systems issues with the IT team and manage builds, fixes and tests to the IT system.
- Manage a small team of staff, as required.
- Provide support on related issues across the team on an ad-hoc basis, including in relation to individual projects across the team.Note that travel to the London office for training and meetings is likely to be required.
Key Stakeholder Relationships
In relation to day-to-day delivery, and operational scheme development:
- Internal – IT, Legal and New Schemes Development teams.
- External – Renewable heat generators, trade associations, DECC.
Key Accountabilities
- Ensuring that checks made to register calculations enable accurate payment information to be provided, within agreed timescales
- Contributing towards the administration of the generator elements of the Renewable Heat Incentive and achievement of key performance indicators, including making recommendations for application and periodic data approvals.
- Providing responses to queries from current and potential participants, in a clear and logical manner.
- Updating, developing, documenting and streamlining business procedures to ensure robust and efficient processes.
- Training IT liaison and contact centre staff on the processes related to generation elements of the RHI.
- Raising IT systems queries with the IT team and testing builds and fixes through to problem resolution.
- Line management, recruitment, support and development of staff, as required, in line with Ofgem practices and procedures.
