£22,100 - £25,595 p.a. (dependent on skills and expertise) - Band B Glasgow
Specific Minimum Qualifications and Expertise
- Degree, equivalent qualification(s) or relevant professional experience.
- Expertise in policy implementation and/or policy development.
- Demonstrable knowledge of the energy debate in the UK.
- Demonstrable evidence in working with legislation and/or stakeholder consultations.
- Excellent presentation skills, influencing skills and, especially, drafting skills.
- Demonstrable ability to represent Ofgem to Government departments and key stakeholders.
Purpose
- To contribute to Ofgem’s work on the ongoing development and implementation of the Warm Home Discount Scheme.
- To ensure Ofgem is in a position to administer, and implement the WHD Schemes.
- To undertake the review and updating of processes and procedures, to ensure effective administration of the WHD Scheme.
- Responsible for managing the section’s Administration Officer.
Key Outputs and Deliverables
The position will assist the Compliance and Operations Manager to develop and implement the WHD scheme. Specifically you will:
- Contribute to detailed policy, procedures and process development for the programme, and liaise with DECC and other parts of Ofgem;
- Review and assess scheme notifications and end of year reports for compliance, and calculate supplier obligations under the scheme;
- Contribute to a business plan outlining the internal and external processes, that will need to be established for the new scheme’s administration;
- Contribute to Ofgem’s guidance to suppliers, and subsequently assist in the publication of the final guidance document.
- Organise and attend stakeholder events.

- Licensed gas and electricity suppliers.
- Other interested parties, including consumer groups (CAB, Consumer Focus) and NGOs with an interest in fuel poverty (NEA).
Internal
- Legal staff.
- Technical staff. Environmental Programmes and Sustainable Development division.
- Licensing team.
- Enforcement team.
- Finance team.
- HR.
Key Accountabilities
- To help develop and implement the WHD scheme.
- To ensure that the appropriate systems, procedures and documentation are in place to start operating the programme by the date proposed.
