Specific Minimum Qualifications and Expertise
- Graduate in a relevant field, e.g. social policy and/or analytical field.
- Strong written and oral communication skills.
- Excellent analytical and numeracy skills.
- Expertise of working with a wide range of internal and external stakeholders.
- A good working knowledge of Microsoft Office, particularly Word and Excel.
- Demonstrable expertise in developing and analysing policy would be an advantage.
Purpose
To manage projects and internal/external relationships regarding Ofgem’s work, in support of vulnerable gas and electricity consumers and tackling fuel poverty, including analysing information on debt and disconnection.
The role will provide opportunities to develop skills in managing internal and external stakeholders, understanding the impact of our work on consumers, particularly those that are vulnerable, analysing information and developing policy. It will also provide an excellent basis for understanding and getting involved with the work of other teams in Ofgem.
Key Outputs and Deliverables
- Assisting with the Development of Ofgem’s Vulnerable Consumers’ Strategy.
- Managing and delivering projects, as part of Ofgem’s Vulnerable Consumers Strategy (formally Social Action Strategy) to ensure that vulnerable gas and electricity consumers are protected.
- Assisting with Ofgem’s work with Government and fuel poverty lobby groups, energy companies and consumer groups on tackling fuel poverty.
- Monitoring, analysing and reporting on data submitted by gas and electricity companies regarding debt, disconnection and suppliers’ other social obligations.
- Identifying and acting on areas of concern, with regard to the protection of vulnerable consumers.
- Providing policy advice and analytical support within the team, in addition to handling queries and briefing requests regarding key issues and Ofgem’s work in the area of vulnerable customer protection and fuel poverty.
- Developing and managing relationships with key stakeholders, including energy companies, Government, consumer groups and fuel poverty lobby groups through external communications activity.
- Representing the Consumer Policy and Insight team, both internally and externally.
Key Stakeholder Relationships
- Internally, you will interact with other areas in Ofgem, in particular the retail markets, sustainable energy policy, smarter markets, networks and communications teams.
- You will also be required to develop and maintain constructive and effective external relationships, particularly with representatives from energy companies, consumer agencies, fuel poverty lobby groups and other Government departments.
Key Accountabilities
- Social obligations data provided by suppliers, including taking measures to ensure suppliers provide accurate data and that the database functions according to our needs.
- Ensure areas of concern are highlighted to senior managers.
