Specific Minimum Qualifications and Expertise
Minimum
- Educated to degree level.
- Good understanding of European institutions and policy-making process.
- Ability to represent Ofgem in external meetings.
- Ability to create relationships with a range of stakeholders.
- Excellent writing skills, with the ability to draft concise documents for senior staff.
- Excellent organisational skill, with the ability to multi-task.
- Ability to work under frequent tight deadlines.
- Demonstrated interest in energy policy and/or regulation (at domestic, European or international level).
Desirable
- Fluency in a European language.
Purpose
You will be part of a team dealing with the co-ordination of EU issues across Ofgem. As such, you will have an overview of Ofgem’s range of European activities and interests, and will:
- Provide support to ensure that senior staff are fully briefed when chairing/participating in external meetings.
- Support Ofgem’s activities to influence the European institutions on a range of energy and consumer related issues.
- Ensure the involvement of the GB industry in the European developments, in particular around network codes.
- Participate in a series of internal communications initiatives, to raise the profile of European issues and their impact on GB.
Key Outputs and Deliverables
- To represent Ofgem within ACER and CEER working groups, focusing on institutional and legal issues arising from the implementation of the third energy package.
- To co-ordinate the preparation of briefings for senior staff on European energy issues (including Lord Mogg for the CEER General Assembly and ACER Board of Regulators).
- To monitor upcoming relevant European legislation and activities.
- To lead on the delivery of the national report to ACER and the Commission.
- To organise quarterly DECC-Ofgem stakeholder gas and electricity meetings.
- To build relationships with other national regulators, other teams in Ofgem and the European Regulators’ Secretariat in Brussels.
- To support the implementation of internal communications initiatives.
It should be noted that regular European travel (mainly Brussels) is a requirement for this role.
