Vacancy Notice No: 2012/NPO/Roster/01 Title: Temporary National Professional Officer Grade: NO-A Contract type: Rosters Duration of contract: Maximum period of 24 months Application Deadline: 30 November 2012 Duty Station: Bangkok, Thailand Organization unit: WHO Representative Office, Thailand OBJECTIVES OF THE PROGRAMME : The objectives of the programme is to implement WHO core functions at country level as they relate to implementing the strategic agenda of the WHO Country Cooperation Strategy in Thailand, 2012-16 in selected technical areas (see http://www.whothailand.org/EN/Section2.htm for the list of techniical areas). Description of duties: Under the general guidance of the WHO Representative (WR), with direct supervision of the relevant technical/medical officer, the incumbent will help ensure WHO's country presence, core functions and operations to promote long lasting capacity and positive public health outcomes in priority areas that will have a significant impact on overall health and well-being, especially among the vulnerable, in Thailand. 1. Situation, epidemiologic, and gap analysis: Analyze the overall public health/epidemiologic situation, plans, and key stakeholders in the country with regard to a particular public health issue, and identify gaps vis a vis WHO standards or recommended best practices. 2. Policy advice and plans: Assist in providing policy advice and developing plans based on the latest WHO recommendations, tools and governing body resolutions. 3. Capacity building: Assist in efforts to build capacity in the country to strengthen policies, strategies, plans, monitoring and evaluation, and implementation quality. 4. Convening: Assist in convening key stakeholders as needed in order to promote maximum synergy, coordination and collaboration towards a public health objective 5. Programme management: Pro-actively participate in, manage, monitor, and follow-up implementation of WHO's collaborative activities with partners. 6. Information management: Monitor, manage, and package information with regard to the situation, policies, strategies, plans, programme implementation, outputs and outcomes in the country for various needs and audiences. 7. Other: Perform other duties as assigned. REQUIRED QUALIFICATIONS Education: Essential: University degree in health or relevant social sciences; formal training in public health/epidemiology Desirable: Post-graduate or other specialized training in selected public health fields Skills:  Excellent communication and coordination skills  Proven abilities in basic epidemiologic analysis and interpretation  Proven skills in programme planning, implementation, and monitoring  Skills in information management including presentation/packaging of information  Ability to work with diplomacy and tact in a multi-cultural and complex stakeholder environment Other Skills:  Ability to draft technical reports in both English and Thai  Ability to package information for various audiences and uses  Proficiency in relevant computer applications and information management tools Competencies: 1) Producing results 2) Ensuring effective use of resources 3) Communicating in a credible and effective way 4) Fostering integration and teamwork 5) Setting an example Experience: Essential: At least 2 years of professional experience in public health Desirable: Experience working in public health programmes in field settings. Knowledge and experience with WHO, the UN or other international agencies.
