Within the emergency programme, the objectives of WHO's information system teal are to support Member States by: 1) Promptly assessing health needs of populations affected by crisis; identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt and credible health information and ensuring the continuity of essential health services; 2) Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; 3) Ensuring that critical gaps in the health response are rapidly identified and filled; 4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response. Description of duties: Purpose of the Post: To provide assistance in emergency and humanitarian health information systems management, and support the adoption of different health care applications and frameworks to the country context, assess the available health services and resources. Support developing reliable data management processes, generate routine statistical and analytical reports, train national capacities on emergency health information systems implementation. Organizational Context: Under the direct supervision of the WHO Representative (WR) of Syria and the overall guidance of the Coordinator of EHA, the incumbent will conduct, coordinate and support emergency health information management. This requires extensive contacts with a broad range of staff and partners, as well as ongoing contacts with officials and representatives from UN agencies; international, governmental and non-governmental organizations, and institutions to provide advice and technical expertise in the field of health information management. Summary of Assigned Duties: 1. Assists in establishing a Health Information Management Unit in the WR Office (WRO) of Syria to strengthen information generation for prioritization, coordination, monitoring and evaluation; 2. Critically assesses the available health resources and services for primary and secondary healthcare using the adapted mapping tools as HeRAMS; 3. Promotes the adaptation and joint adoption of standard multi-sectorial rapid assessment tools; 4. Collaborates with other programmers on formulating solutions for sustainable and efficient reporting processes (i.e. designing Health Information Systems based on needs analysis); 5. Develops standard structure for the healthcare data and creates integrated standards across WHO programmes at national and sub-national levels in Syria. Develops reliable data management processes including standardization of data format, sustainable structure of data collection, validation, analysis and eventually results dissemination; 6. Generates routine statistical and analytical reports as required, based on the existing databases; 7. Assists in building national capacities, and provides necessary training to the relevant personnel, on the implementation of the development health information systems; 8. Establishes contact with Headquarters (HQ), the Regional Office (RO), the Country Offices (Cos) and staff from local, regional and national health and governmental authorities, to provide expertise in the field of health information managements and assessments; 9. Coordinates with Ministry of Health as well as other involved health partners, in order to share necessary health-related data for information, analysis and to strengthen relationships among all health partners. REQUIRED QUALIFICATIONS Education: Essential: University degree in Computer Sciences. Desirable: Masters degree in public health, and/or information management, or a degree or studies in management or public administration. Skills: Competencies: 1. Producing results; 2. Respecting and promoting individual and cultural differences Functional Skills and Knowledge: - Demonstrated knowledge of health information systems with ability to identify and manage difficult situations - Excellent skills in the assessment, monitoring, analysis and evaluation of emergency health situations - Excellent interpersonal skills and ability to work under pressure - Proven ability to communicate effectively - Tact, discretion and ability to promote consensus Other Skills: Computer literacy. Excellent presentation skills. Experience: Essential: At least 5 years of experience in Health Information Management Systems in emergencies. Experience in developing and promoting collaborative partnerships and/or experience in developing countries. Desirable: Experience in UN organizations/agencies, international institutions or NGOs. Languages: Excellent knowledge of English. Knowledge of Arabic would be an asset.
