Vacancy Notice No: HQ/12/HSS/TA112 Title: Technical Officer Grade: P4 Contract type: Temporary appointment Duration of contract: 6 months Application Deadline: 7 November 2012 Duty Station: Geneva, Switzerland Organization unit: HQ/HSS Health Systems and Services (HQ/HSS) / HQ/EMP Essential Medicines & Pharmaceutical Policies (HQ/EMP) OBJECTIVES OF THE PROGRAMME : The objective of the WHO Department of Essential Medicines and Health Products (EMP) is to contribute to saving lives and improving health by developing global guidance and by collaborating with countries to provide: (1) equity of access to essential medicines and health products, (2) rational use of medicines and health products, (3) medicines and health products quality, safety and efficacy. The diagnostics and laboratory technology team (DLT) within the department of EMP promotes and facilitates access to safe and appropriate diagnostics technologies and services of good quality through advocacy and policy, prequalification of diagnostics, bulk procurement arrangements, selection and use of diagnostics, quality assurance systems and strengthening national regulatory and laboratory programmes. DLT's global activities aim at ensuring that laboratories and diagnostic services are accessible, available at reasonable cost, used appropriately and are provided within a sustainable health care system. Description of duties: To provide input to the department and team aiming at highest levels of quality, efficacy and safety in the provision of selection and appropriate use of essential health technologies. More specifically the incumbent should: 1. Coordinate the scheduling and conduct inspections of manufacturing lines of diagnostics and other products for DLT prequalification activities. 2. Oversee the development; review,updating and finalizing guidelines related for prequalification. 3. Provide technical support as related to quality management systems of WHO External Quality Assessment (EQA) schemes providers and of laboratories conducting post market surveillance of diagnostics. 4. Provide technical input and support the development of training materials and facilitate WHO training activities on implementation and assessment of quality management systems of manufacturing lines of diagnostics in collaboration with regions. 5. Contribute to the development of information and documents for the DLT web pages, in particular those related to prequalification of diagnostics and other products. 6. Perform other duties, as assigned by the Coordinator of the DLT team and Director, EMP. REQUIRED QUALIFICATIONS Education: Essential Advanced university degree in a related health science such as microbiology, biology. Certified assessor/inspector of an international body. Skills: Excellent knowledge and practical application of ISO 13485 Quality Management Systems (QMS) and related ISO standards. Sound knowledge of regulatory affairs and laboratory accreditation. Proven ability to write technical reports, in particular inspection reports. In depth understanding of the diagnostics industry. Excellent interpersonal and communication skills, ability to establish and maintain effective working relationships with international and national staff at all levels. Familiar with several software programmes such as Word, Excel, PowerPoint. WHO Competencies: 1. Producing results 2. Knowing and managing yourself 3. Communicating in a credible and effective way 4. Experience: Essential At least seven years of work experience in the area of diagnostics and laboratory technology, including at least three years of experience with inspections and/or compliance with ISO 13485 and quality management systems for laboratories and manufacturing lines of diagnostics. Work experience collaborating with industry. Desirable Experience working with developing countries. Experience working with the UN system. Languages: Essential: Excellent knowledge of English.
