Vacancy Notice No: WPRO/12/FT406 Title: Technical Officer, Health Systems and Research Grade: P4 Contract type: Fixed-Term Appointment Duration of contract: Two years Application Deadline: 27 November 2012 Duty Station: Manila, Philippines Organization unit: WP/DHS Director, Health Sector Development (WP/DHS) / WP/HIN Health information and evidence for policy (WP/HIN) OBJECTIVES OF THE PROGRAMME : To enhance the capacity of member states to use relevant data and evidence in health sector management processes and decision making, through the development and application of health management and biomedical information systems and technology, strengthening national health research systems, and proper use Information Communication Technologies. Description of duties: The incumbent will perform the following duties: 1. Support the day to day work of the Asia Pacific Observatory (APO) secretariat and follow up on all activities as agreed with the APO Director; 2. Conduct an initial technical review of products and provide feedback to the APO Director, manage external peer review in close cooperation with the APO Director and the Research Advisory Group; 3. Oversee the final production and dissemination of all APO printed materials and manage the APO web site; 4. Working with the APO Director, ensure the preparation and timely implementation and of the Observatory annual workplans, including the efficient preparation and monitoring of all contracts as per WHO procedures and regulations; 5. Prepare for and report on the APO Steering Committee's semi-annual and ad hoc teleconference meetings; 6. Working with the APO Director and DHS Programme Management Officer (PMO), ensure the financial management of the APO including preparing the annual budget, monitoring and reporting on income and expenditures to the Steering Committee and donors; 7. Build alliances and collaborate with national counterparts and regional and international partners to further the APO objectives; 8. Liaise with national counterparts and WHO country offices to faciliate Observatory work in countries of the Western Pacific and South-East Asia regions, coordinate other specialist and professional inputs, and undertake the required administrative activities and; 9. Perform any other related tasks that may be required. REQUIRED QUALIFICATIONS Education: Postgraduate University degree in public health, social sciences, or related field is essential. Postgraduate degree related to health systems and policies, or health systems research is desirable. Skills: - Good technical knowledge of health systems and policies and their analysis. - Programme management skills including basic financial management and reporting procedures. - Excellent verbal and written communication skills as well as skills in networking and fund-raising. - Ability to develop plans and proposals - Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct; - Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States. Building and promoting partnerships across the organization and beyond Experience: At least seven years of experience in health systems and policy development, including two years of project management experience at international level is essential. Experience with the WHO Western Pacific Regional Office/South-East Asia Regional Office or other UN agency procedures is desirable. Languages: Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage. Annual salary: (Net of tax) USD67 483 at single rate USD72 467 with primary dependants Post Adjustment: 55.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
