Vacancy Notice No: EMRO/12/FT407 Title: Technical Officer - position no. 345447 Grade: P3 Contract type: Fixed-Term Appointment Duration of contract: Post of limited duration for two years Application Deadline: 13 November 2012 Duty Station: Cairo, Egypt Organization unit: EM Eastern Mediterranean (EM) / EMRO Eastern Mediterranian Regional Office (EM/RGO) Regional Director Office OBJECTIVES OF THE PROGRAMME : The Office of the Regional Director has the overall responsibility for planning, executing and evaluating WHO programmes at the regional and country level, and in strengthening the alignment and joint work of technical programs across the three levels of the organization. Purpose of the Post: To support the Regional Director's Office in strengthening the overall executive management function and the cross-functional work at regional, inter-country and country levels and within the context of the WHO reform. Description of duties: Organizational Context: Under the supervision of the Regional Director, the incumbent will provide technical support and coordinate matters relating to the oversight of cross-cutting issues and Regional Director's technical initiatives across the Eastern Mediterranean Region involving a diverse range of internal and external actors. The incumbent will act in accordance with the WHO policies, rules and regulations and within the existing strategic framework. In performing the work, the incumbent will be given latitude in dealing with technical matters which emanate from the pre-approved course of action; matters of policy or strategic importance are subject to clearance by the Regional Director. Contacts will involve exchanges of technical information with internal and external stakeholders. Summary of Assigned Duties: Under the direct supervision of the Regional Director, the incumbent is required to support the Regional Director in overseeing the cross cutting issues by providing technical advice or liaising with technical specialists across WHO in the specific area of concern. Specifically, the incumbent will: 1.Participate in the preparation of technical documents, papers and reports as required by the Regional Director; 2.Propose, coordinate, develop and implement analytical methods/ tools and metrics to support the monitoring and evaluation of strategic technical initiatives; 3.Liaise with divisional directors and WHO Representatives as well as external experts and partners, as required, to obtain relevant technical information and communicate, as necessary, with regard to Regional Director's technical initiatives; 4.Support the Regional Director in the negotiation and implementation of technical cooperation projects and coordinate the organization and preparation of technical meetings conducted by the Regional Director's Office; 5.Review and analyze progress on technical matters, elaboration and implementation of inter-programmatic and inter-sectoral activities within the Regional Director's priority areas of work, including Non- communicable Diseases, Communicable Diseases, Maternal and Child Health, Health System Strengthening and Emergency Preparedness and Response; 6.Act as a reference point for technical work being performed at the Regional Director Office, including organizing technical projects and following them through to their completion; 7.Attend meetings with the Regional Director, prepare minutes or reports on such meetings and follow up on the implementation of delegated actions and initiatives. REQUIRED QUALIFICATIONS Education: Essential: University degree in public health or nutrition. Desirable: Master Degree in public health or health related sciences. Strong capability to work both independently and in close collaboration with the colleagues of WHO offices and other offices; 7. Ability to represent Regional Director's interests on technical issues with external authorities and counterparts, maintaining constant fruitful liaisons. Other Skills (e.g. IT): Computer literate and technical ability to use relevant software and applications. Experience: Essential: At least five years' experience in public health with specific focus on health policy, strategic management and planning, and monitoring and evaluation of public health programmes. Desirable: Experience in strategic management principles and practices. At least five years experience within the United Nations System and working with international partners. Languages: Excellent command of English and excellent knowledge of either French or Arabic.
