OBJECTIVES OF THE PROGRAMME :
To promote the appropriate organization and effective operation of a comprehensive health system and implementation of national health policy, strategy and plans based on the values of primary health care that provides universal access to quality services for improved health outcomes for all; to support integrated action for the implementation of the high level political commitment of Non-communicable Diseases (NCD), strategies of Healthy Islands, and WHO framework and guidelines for NCD prevention and control in the five countries and areas under WHO Representative's Office, Samoa.
Description of duties:
1. Work with the senior officials in the five countries and areas under WHO Representative's Office, Samoa, and take the lead role within WHO on issues related to noncommunicable diseases, health systems strengthening and primary health care at multiple levels and with multiple health care actors, including but not limited to:
a) Health policy and strategy development and health planning (NHPSP);
b) Public health law and regulation, and other aspects of governance;
c) Intersectoral action and increased investment for the prevention and control of NCD and risk factors;
d) Long-term human resources planning and management;
e) National health budgeting and financial managemen;
f) Health services management;
g) Development and implementation of packages of integrated services (including prevention, early detection and treatment of NCDs) for primary referral levels, that are feasible and cost-effective;
h) Quality improvement and patient safety initiatives;
i) Monitoring and evaluatgion of related programmes;
j) Training and operational research;
2. Collect and analyze epidemiological data and evidence on NCD, tabacco control, nutrition, physical exercise, mental health and injury, and other risk factors and establish a database of this information;
3) Provide technical support to health institutes in their development as integrated health services networks and resources of primary health care systems;
4) Negotiate agreed positions on health systems and NCD issues with other UN agencies, donor agencies and other multilateral agencies and/or initiatives in the region;
5) Assist the WHO Representative in all issues related to health partnership with national and international stakeholders in terms of aid effectiveness including SWAPs, WHO Country Office contribution to UN coherence and reform, and liaison and public relations of the country office;
6) Undertake other related and assigned duties as required.
REQUIRED QUALIFICATIONS
Education:
University degree in a health-related field with advanced degree in public health, health policy and planning or health administration and management from a recognized university is essential. Training in health systems, and prevention and control of NCDs and NCD related risk factors is desirable.
Skills:
1. Broad knowledge of theory, practice, methodologies and techniques in health systems strengthening in relation to NCD prevention and control;
2. Skills in designing and managing field projects related to health system strengthening and NCD prevention and control;
3. Ability to coordinate work of multiple partners to a coordinated approach to integrating health services delivery;
4. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Experience:
Seven years of combined national and international experience in service delivery, health system strengthening and primary health care, with at least three years in planning, implementation and evaluation of NCD prevention, early detection and treatment, and at least one year working experience in a developing country are essential. Work experiences in the Region and Pacific Island countries and areas an advantage.
Languages:
Excellent knowledge of spoken and written English.
