Vacancy Notice No: WPRO/12/FT408 Title: Technical Officer (Environmental Health) Grade: P5 Contract type: Fixed-Term Appointment Duration of contract: Two years Application Deadline: 7 November 2012 Duty Station: Manila, Philippines Organization unit: WP/DHP Director, Building Healthy Communities & Populations (WP/DHP) / WP/ENH Environmental Health (WP/ENH) OBJECTIVES OF THE PROGRAMME : To increase the capacity of Member States in environmental health risk assessment and management; enhance the health sector leadership on primary prevention interventions that reduce environmental and occupational hazards to health, enhance the multi-sectoral cooperation and inter-country cooperation in managing major environmental and occupational health hazards including chemicals, radiation, water and sanitation, indoor and outdoor air pollution and also the health risks related to change in global environment (eg. Climate change) Description of duties: Specific expertise and knowledge required: - Broad knowledge of principles, practices and techniques in environmental health and specific knowledge of principles, practices and techniques in water safety planning for drinking water supply systems; ability to plan, develop, implement and promote environmental health-related activities and projects; - Work experience in project management (planning, implementation, monitoring and evaluation) and writing of progress reports particularly under tight schedule and meeting of deadlines. Expected specific outputs/outcomes: - Technical reports; financial reports; trainings and workshops; improved coordination with WHO Headquarters, Regional offices and country offices; improved capacity of relevant counterparts on water quality especially on water safety plans; improved coordination with international partners and government counterparts on water, sanitation and hygiene programmes in particular water safety plans. Specific roles to be undertaken within this job: - to develop, implement and evaluate the Region's programme on water, sanitation and hygiene; to provide advice and information on programme priorities, the status of implementation, and the associated resource needs; - to collaborate with Member States, non-government organizations, international partner agencies, WHO country offices, WHO collaborating centres and other organizations in developing plans and activities on water, sanitation and hygiene programmes by assessing regional situations and needs, defining priorities for WHO support, developing plans and projects, identifying sources of funding, and implementing and evaluating the plans and projects; - to facilitate efficient and effective implementation and timely reporting of the WHO/AusAID Water Quality Partnership-Water Safety Plan as Normal Practice: Policy and Institutional Strengthening for WSP Mainstreaming-Phase 3 Project by:  supporting and assisting the Team Leader in Environmental Health to implement, facilitate, coordinate, manage, monitor and evaluate all activities of Phase 3 in the Region;  providing the necessary advice for other countries as requested by the Team Leader in Environmental Health;  assisting the Team Leader in Environmental Health in the submission of necessary reports and other relevant implementation documents to WHO Headquarters for final submission to AusAID;  assisting the Team Leader in Environmental Health in WSP advocacy to donors and relevant partners including development banks. - to support regional and country activities in water, sanitation and hygiene by:  organizing and implementing regional and national training courses, workshops and consultations;  assessing research proposals and evaluating their outcomes;  developing promotional materials;  providing technical and administrative advice to WHO country offices, staff and consultants; - to undertake related duties as required, including but not limited to:  represent WHO and/or WPRO at technical meetings related to the areas of responsibility;  participate in and support interdivisional and interprogramme coordination and collaboration activities in the Regional Office;  act for other regional staff members when necessary to facilitate continuity of work within units in the team;  and perform other related duties, as assigned. REQUIRED QUALIFICATIONS Education: Postgraduate degree in medical sciences or public health or environmental science or engineering from a recognized university is essential. A doctorate degree in related fields is an advatange. Skills: - Knowledge of the specific or technical area of public health; - Ability to develop norms and standards, as well as training materials; - Capacity to plan and conduct operational activities with political and technical elements; - Ability to establis harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct; - Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States. - Proficient in standard MS Office software applications. Presentation skills. Competencies: - Fostering inegration and teamwork - Setting an example - Ensuring the effective use of resources - Building and promoting partnerships across the organization and beyond - Promoting innovation and organizational learning Experience: Minimum 10 years of experience in planning and implementing projects, plans, programmes and applied studies in relation to environmental health, including experience at international level is essential. Working experience in developing countries is highly desirable. Languages: Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage. Annual salary: (Net of tax) USD80 734 at single rate USD86 904 with primary dependants Source: WHO.
