Vacancy Notice No: SEAR/RO/12/FT10 Title: Scientist Grade: P5 Contract type: Fixed-Term Appointment Duration of contract: Longer-term Application Deadline: 2 November 2012 Duty Station: New Delhi, India Organization unit: SE/CDS Department of Communicable Diseases (CDS) (SE/CDS) / SE/BLT Blood Safety and Laboratory Technology (SE/BLT) OBJECTIVES OF THE PROGRAMME : Within the framework of Communicable Disease Department, to provide technical support to Member countries in establishing national and regional networks of laboratories for communicable diseases of public health importance in collaboration with Member countries, International organizations, NGOs and other partners to promote and develop regional laboratory capacity for control of communicable diseases and monitoring of drug resistance to assure effective treatment. Description of duties: Under the broad guidance of Deputy Regional Directior and Director, Programme Management (DRD-DPM), and direct supervision of Director (CDS) and as a cross cutting team member of different technical units within the Department of Communicable Diseases, the incumbent will provide expert technical advice and serve as the regional focal point for advising Regional Director in capacity building and the coordination on : (1) strengthening of health laboratories network for efficient support to implementation of IHR and disease control programmes and assuring quality of Essential Medicines; (2) augmenting capacity of blood banks in screening for infectious markers; (3) monitoring of antimicrobial resistance in various pathogens of public health importance including HIV and TB; and (4) mitigating the public health impact of snake bites in the Region. The incumbent will work collaboratively with the WHO Representatives (WRs) and national counterparts in the Member countries, with other UN agencies, institutes and organizations, Non-governmental organizations to conduct or coordinate laboratory related activities and evaluate progress of activities, coordinate programme activities and or develop joint activities with these entities, and will perform the following duties: 1. To develop, coordinate and evaluate the Region's need for development of health laboratory systems. 2. To advise the national authorities on the need and the development of health laboratories that are aimed at achieving optimum level of health in an integrated and equitable fashion. 3. To strengthen, expand and evaluate Region's health laboratory programmes including drug testing laboratory. 4. To develop regional networks of laboratories for emerging infectious diseases. 5. To strengthen national blood transfusion services to prevent transmission of infectious agents through blood. 6. To advise and support development and sustenance of regional diagnostic capacity for new pathogens. 7. To develop quality assurance programmes for diagnostics and essential medicines. 8. To strengthen antimicrobial resistance monitoring networks including those for HIV and TB. 9. To advise Member States to reduce mortality and morbidity due to snake bites. 10. To assist in capacity building in health laboratories as related to primary health care. 11. To develop and strengthen networks for the areas of work across WHO Regions. 12. To perform any other duty as assigned by the Director pertaining to health laboratories, drug resistance and snake bites. REQUIRED QUALIFICATIONS Education: Essential: University degree in medical or biomedical fields from a recognized university. Advanced post-graduate degree in laboratory sciences such as pathology, microbiology and clinical chemistry. Desirable: Training in management or public health administration with focus on public health laboratories. Skills: Functional Skills and Knowledge: Extensive knowledge of policy development related to health laboratories with emphasis on diagnosis of emerging infectious disease and implementation of IHR (2005), with knowledge of factors and technologies related to antimicrobial resistance monitoring, Excellent interpersonal skills with sensitivity to cultural differences. Ability to foster cohesive actions in a proactive manner and to work as a member of a team. Ability to work under pressure with integrity, tact and courtesy. Competencies: 1. Producing results 2. Experience: Essential: Extensive professional experience (more than 10 years) in the development and implementation of health programmes at national level with at least five years of similar professional experience in a large international organization. Desirable: Professional experience in developing countries. Languages: Essential: Excellent knowledge of written and spoken English. Desirable: Knowledge of other UN languages. Annual salary: (Net of tax) US$ 80,734 at single rate US$ 86,904 with primary dependants Source: WHO.
