Vacancy Notice No: EMRO/12/TA110 Title: National Professional Officer - position no. 343402 Grade: NO-B Contract type: Temporary appointment Duration of contract: For 12 months Application Deadline: 5 November 2012 Duty Station: Damascus, Syrian Arab Republic Organization unit: EMCO Countries (EM_ACO) / EM_SYR WHO Representative's Office, Syrian Arab Republic (EM_SYR) Division of Health System Development, DHS/HMS OBJECTIVES OF THE PROGRAMME : Objectives of the Programme: To improve the performance of the national health system which is based on the values and principles of Primary Health Care including all aspects such as governance, financing, workforce, technologies, information and services delivery thereby contributing to better health outcomes. Purpose of the Post: To provide technical assistance to the government counterpart in order to strengthen national health systems to help improve implementation of public health programs as well as be prepared and effectively respond in the event of disasters and to emergencies. Description of duties: Organizational Context: Under the direct supervision of the WHO representative and general guidance of Director, Health Systems & Services Development, the incumbent will work closely with the staff in the Ministry of Health at the national and sub-national levels, as well as with other stakeholders such as sister UN agencies, development partners, , non-governmental organizations, and academic institutions to provide the technical support for strengthening the national health system. In this regard, the incumbent will closely work with other staff in the country office involved with different public health programs and provide health system support to improve program performance. Such collaborative work will facilitate effective delivery of outputs planned for in the JPRM. This will entail good coordination within and outside the country office with different stakeholders, especially in the area of health system and policy support and will foster collaboration with other development partners on similar initiatives. Summary of Assigned Duties: Support the Ministry of Health in the development of evidence based national health policies, sector strategies and plans. - Assist in promoting health financing policies in support of universal health coverage and social health protection especially for the poor and vulnerable population groups. -Assist the MoH to formulate effective strategies and approaches for the development of the health workforce. -Support MoH in rational use of technologies, strengthening of health information systems and in developing family practice models for provision of services. -Assist MoH in developing health systems to ensure adequate response in case of disasters and emergencies. -Coordinate with counterparts in the regional office and headquarters to channel the necessary technical support for strengthening health systems. -Assist the WR in the preparation, reprogramming and monitoring the implementation of the technical aspects of the JPRM mary of Duties. REQUIRED QUALIFICATIONS Education: Essential: University degree in Medicine Desirable: Master Degree in health system management. Skills: Competencies: 1) Creating an empowering and motivating environment. 2) Producing Results. 3) Moving forward in a changing environment. 4) Ensuring effective use of resources Functional Skills and Knowledge : -Very good knowledge of the health system in Syria -Good communication skills -Good planning and organization skills. Other Skills : Proficiency in standard WHO computer application (such as MS Office). Experience: Essential: At least 2 years experience in program management in the health sector. Desirable: Knowledge of WHO system will be an asset. Languages: Excellent knowledge of English and local language (Arabic). Additional Information: POST IS OPEN FOR LOCAL RECRUITMENT ONLY.
