OBJECTIVES OF THE PROGRAMME :
Objectives of the Programme :
1)Design, implement, manage and train on computer-based applications including health information systems, database management, health on the internet, at the Regional Office, Country Offices and Member States including human resources development, provision of ICT infrastructure, needs assessment, networking and resource sharing and application management and engineering;
2)Coordinate the design, development and formulation of policies and work of the Regional Office for application of Information Technology in health care delivery;
3)Advise, as principal adviser, the senior management on lCT regional strategy;
4)Design and implement policies and plans of action for improving the technology infrastructure and usage in the Regional Office and Country Offices.
Purpose of the Post:
Provide analytical support for and monitoring of a range of ITT related projects and services to achieve innovative and cost effective information systems and processes that can facilitate and improve the overall technical, administrative and managerial functions of the organization at the Regional Office and country level.
Description of duties:
Organizational Context:
Through analytical and monitoring work contribute to the achievement of operational efficiencies across the ITT unit. This role will coordinate the preparation and revision/s of ITT workplan, HR plan as well as assist in handling financial matters, communications, ITT policies and standards, and integrated planning, monitoring and reporting for Regional Office & Country Offices projects. The function will also be responsible for monitoring and reporting the adherence to overall IT Security standards. Additionally this function will provide internal coordination and facilitation of DAF activities as they relate to DAF operations.
Summary of Duties :
Under the direct supervision of the Regional Advisor - ITT, and general guidance of the Director of Administration and Finance the incumbent will be responsible for the following tasks.
-Develop and maintain Regional Office & Country Offices Profile, recording and monitoring the existing ITT infrastructure and DAF operations in country offices
-Coordinate and monitor the implementation of the consolidated Regional Office & Country Offices ITT and DAF projects portfolio
-Ensure regular and timely dispatch of new software media and service packs
-Develop and maintain the ITT and DAF Services Catalog
-Monitor and analyze all financial activities related to ITT functions and services
-Oversee, monitor, and track the software licenses and renewal due dates
-Collect and analyze data pertaining to the use of ITT equipment and on this basis recommend and maintain the EMRO standards for such equipment,
-Oversee the ITT and DAF Operational Monitoring dashboard and update ITT and DAF staff in Regional Office & Country Offices on new activities and implemented services related to the RO and country offices
-In close coordination with ITT staff contribute to planning and implementation of all Regional Office & Country Offices ITT Procurement
-Coordinate and consolidate inputs from Regional Office & Country Offices ITT to enable the preparation and subsequent revision of operational workplans
-Collect and analyze data relating to the implementation of WHO IT security policies and standards in Regional Office & Country Offices and recommends improvements thereto
-Participate in information security incident response management
-Monitor the implementation of ITT information security awareness and training activities for appropriate evaluation and use in the unit planning process
-Work with the Information Security office in HQ to coordinate, review and report IT security status at the regional level
-Act as EMRO regional focal point for the Global IT Program Management Office team
REQUIRED QUALIFICATIONS
Education:
-Essential: University degree in computer sciences and/or related field.
-Desirable: Project Management and ITIL V3 training

-Good knowledge of IT procurement processes & practices.

Other Skills (e.g. IT): Proficiency in standard WHO computer applications (Microsoft Office, including Word, Excel and PowerPoint)
Experience:
Essential: Minimum one year of practical experience in facilitating the development of plans and procedures in a large international organization.
Experience in IT financial/ procurement related processes is an asset.
Languages:
Excellent knowledge of English.
Arabic and/or French is an asset
