Strategic Relations with Countries (SRC)
OBJECTIVES OF THE PROGRAMME :
The Mission of the Strategic Relations with Countries team is to provide strategic guidance to the Regional Office under the policy direction of the Regional Director and in line with the Organization's corporate priorities and to ensure in-house coordination of country-specific work. Moreover SRC helps to coordinate and manage effective collaboration with Member States, with and without WHO country representation, in line with the new EURO Country Strategy.
The objectives of SRC are:
a) to facilitate, support and contribute to the coordination of all country activities undertaken by the technical units;
b) to support the WHO Regional Office for Europe in strengthening WHO EURO's existing relations with Member States by liaising regularly with the ministries of health directly or through country offices,
c) to assist WHO Regional Office with the preparation and management of major special policy and technical events in the countries as required;
d) to ensure the quality and impact of the work of WHO EURO in the countries by being responsible for development of country workplans (in coordination with HCOs) and contributing information that will help to monitor, evaluate and adjust WHO's technical work in and with countries;
e) to ensure the development and support the implementation of the country cooperation strategies.
Purpose of the post
As a team member of the Strategic Relations with Countries (SRC) unit, the incumbent will contribute to the implementation of the subregional projects funded by Russian Federation. The incumbent will monitor and provide briefings on the status of projects implementation, as well as facilitate communication and coordination activities between the Ministry of Health of Russian Federation, Country Office in Russia and the technical programmes involved. The incumbent will also provide full support to the development of Country Cooperation Strategy (CCS) with Russian Federation. The incumbent will act as the SRC focal point for selected countries as assigned.
Description of duties:
Under the supervision of the Executive Manager, Country Relations and Corporate Communication, the incumbent, in effectively liaising between the technical divisions and Country Offices:
- acts as the SRC focal point for Russian Federation to facilitate development of the Country Cooperation Strategy and monitoring of the BCA implementation; facilitates communication between the Ministry of Health of Russian Federation, Country Office in Russia and WHO Europe technical programmes; also acts as a focal point for other countries as assigned in the SRC;
- collates information and generates country health intelligence and produces reports to the EXM on key issues; knowledge and understanding of the country context and its health needs is expected;
- facilitates coordination and implementation of the subregional projects funded by Russian Federation;
- prepares briefings on the status of subregional projects implementation for the EXM;
- collects and reviews relevant information, carries our analysis and summarizes information from various sources for preparation of the CCS;
- drafts reports and strategy papers, including the final CCS document;
- supports preparation of the RD and EXM members visits to Russia and visits of national authorities to the Regional Office;
- acts as a liaison point/desk officer for those countries with whom Russian Federation has subregional projects;
- assists Executive Manager CCC in SRC duties as requested.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in either health related areas or political sciences, social sciences and related areas.
Desirable: Master Degree in Public Health and/or international relations.
Skills:
Essential: Understanding international developments in the area of external relations with Member States. Strong commitment to the core values of the World Health Organisation.
Skilful in modern management methods (performance measurement, design and operation of modern management information systems, planning and evaluation, etc).
Knowledge of Microsoft Office package.
Excellent command of internet and ability to find information on the web. Knowledge of spreadsheet applications and presentation software applications required.

Experience:
Essential: At least 3 years of work experience related to, partnerships, public and external relations in a public health context.
Desirable: Working experience of the UN system, and WHO specifically.
Languages:
Essential: A very good command of the English language with working knowledge of Russian.
Desirable: Knowledge of other European languages.
