Setting and Reporting The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity (CBD). The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. This post is established to build partnerships and establish networks to promote the mainstreaming of gender perspective into the Convention programs of work and activities for achieving the three objectives of the Convention on Biological Diversity thereby increasing the effectiveness of the work of the Secretariat of the Convention on Biological diversity (SCBD). Under the overall guidance and supervision of the Principal Officer – Implementation and Technical support, the incumbent will carry out the following functions: Responsibilities 1a) Provide support to the SCBD in fulfilling their responsibilities for the achievement of gender equality and the implementation of the Gender Plan of Action and the development and implementation of the gender action plan for the SCBD; b) Oversee the implementation of the CBD Gender plan of action to guide implementation of mandates and policies on the promotion of gender equality in all areas of CBD thematic and cross-cutting programme of work areas; c) Inform and assist Senior Management in monitoring efforts to achieve gender equality; d) Facilitate the involvement and participation of women’s organizations in all CBD activities; e) Support the Senior Management to give priority to gender issues in their policies and programmes, and contribute to the effective functioning of established liaison groups for gender; f) Guide colleagues to apply gender specific mechanisms for gender mainstreaming; g) Act as a catalyst in the Secretariat and take steps to strengthen the capacity on gender-environment of staff; h) Stimulate a further deepening of the knowledge base on gender aspects of the work of the Secretariat; i) Provide networks with external centers of expertise on gender and environment; j) Consult and ensure regular liaison and substantive reporting to the UNEP Senior Gender Adviser in Nairobi. k) Develop project proposals for specific activities in the area of gender-environment. 2. Provide substantive, logistical and administrative support to the Executive Secretary in the implementation of the Gender Plan of Action in the Secretariat; a) Initiate and oversee the preparation and finalization of documents and information papers for submission to the CBD Conference of Parties; b) Support the Executive Secretary to ensure that all divisions give priority to gender issues in their policies and programmes; c) Follow up with UN agencies that have complementary mandates for the promotion of women's and girl's rights; d) Under the guidance of the Principle Officer and the Executive Secretary, support SCBD lead role in cooperation with other UNEP administered MEAs on gender mainstreaming. Knowledge in mainstreaming gender issues in sustainable development policies at national or international level is a requirement. Communication: Ability to speak and write clearly and effectively; ability to communicate effectively with audiences of various levels of seniority and technical knowledge, tailoring language, tone, style and format appropriately; sound working knowledge of media networks; ability to communicate with various stakeholders in politically sensitive situations with diplomacy and tact. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently. • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings. Education Advanced university degree (Master’s degree or equivalent) in environment or social sciences. A first-level university degree with relevant combination of academic qualifications and qualifying experience in gender mainstreaming practices may be accepted in lieu of the advanced university degree. Work Experience At least five years of professional and progressively responsible experience, including experience at the international level in the field of sustainable development or environment related programmes. Experience with United Nations, national government or non-governmental organizations (NGOs) is an asset. Languages English and French are the working languages of the United Nations Secretariat. For the post advertised excellent written and verbal communication skills in English and French is required. Working knowledge of another UN language(s) is desirable. Assessment Method Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
