Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Regional Office for Latin America and the Caribbean, in Rio de Janeiro.
Responsibilities
Under the overall supervision of the Executive Director and direct supervision of the Deputy Executive Director, the incumbent's responsibilities will be as follows:1. Policy making:-Contributing to overall policy and strategy development within UN-Habitat to enhance regional, national and local capacity to implement human settlements policies, strategies and programmes with special focus on reduction of urban poverty and response to disasters. -Leading the development and implementation of UN-Habitat's operational strategy for the region and sub-regions 2.Programme Development:- Providing leadership and guidance in the development and forward planning of the substantive work of the office. -Coordinating the formulation and implementation of the work programme in the region, including technical cooperation projects.-Identifying emerging needs and issues in the region and responding as they develop.-Maintaining close and regular liaison with headquarters, regional and country offices of United Nations Development Programme (UNDP) and other multi- and bi-lateral donor agencies on programme development and coordination.3.Management and Supervision of the Regional Office Daily Operations:-Managing regional office including administration, personnel, procurement, finance and ensuring compliance with administrative/financial rules and regulations.- Supervising and monitoring the technical cooperation project portfolio by verifying compliance with established rules and guidelines.4.Resource Mobilization:-Developing and implementing a resource mobilization strategy in close cooperation with the Resource Mobilization Unit, of the Project Office, UN-Habitat. -Ensuring the self-financing of the Regional Office by securing adequate revenue from project execution and technical services.5.Networking and Information Activities:-Organizing advocacy and thematic activities within the LAC Region related to the main policy messages promoted by UN-Habitat.- Representing UN-Habitat in major development programming exercises at the regional and national level, international conferences, major regional fora, expert meetings and Tri-partite Review Meetings.

Education
Advanced university degree (Master's degree or equivalent) in Economics, Engineering,
Architecture, Urban Planning and Management, Environment, social sciences or related area. A first- level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in the field of Human Settlements, in urban and regional planning, housing, social sciences relevant to development and management of human settlements or related fields, including ten years of experience in the international arena. Ability to negotiate with high-level Government and multi-and bilateral technical and funding agency officials. Familiarity with UN policies, procedures and practices relevant to technical cooperation projects.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish is required. Knowledge of French and Portuguese is an advantage.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
