EUROPEAN ASYLUM SUPPORT OFFICE (EASO) Senior Assistant in Finance (Grade AST 3) REF.: EASO/2012/019 JOB DESCRIPTION The Senior Assistant in Finance shall provide support for the management of the finance of EASO. The jobholder's main tasks will be the following: i) Processing of financial files, such as commitments, payments and guarantees, by acting as financial verifying agent and where necessary as financial initiating agent; ii) Providing assistance in the preparations in the framework of budgetary processes; iii) Providing support in the management of grants, service level agreements and public contracts, as well as in the procedures and processes in view of their establishment; iv) Providing assistance in horizontal tasks related to finance. Eligibility criteria Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications: 1. Have a level of post-secondary education attested by a diploma², and after having obtained the diploma, appropriate professional experience of at least 3 years, or a level of secondary education attested by a diploma giving access to post-secondary education, and after having obtained the diploma, appropriate professional experience of 6 years; 2. Be nationals of a Member State of the European Union; 3. Be entitled to their full rights as citizens; 4. Have fulfilled any obligations imposed by the applicable laws concerning military service; 5. Meet the character requirements for the duties involved ; 6. Have a thorough knowledge of one of the official EU languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties; 7. Be physically fit to perform the duties linked to the post . Selection criteria Essential 1. Post-secondary education attested by a diploma in a field related to finance or law; 2. At least two years of demonstrated professional experience in areas closely related to those mentioned in the job description under Section 2; 3. Good knowledge of the Financial Regulation and Implementing Rules applicable to the General Budget of the EU (Part one); 4. Very good written and oral command of English. Advantageous 1. Knowledge of the accounting system, ABAC; 2. Professional experience in a position related to the aforementioned duties within an international and multicultural environment, preferably in a European Institution, Agency or Body; 3. Knowledge of the mission and organization of EASO; 4. Ability to work both independently and as part of a team, ability to perform under pressure; with excellent organisational and planning skills; and working in a service-minded and result-oriented manner. CONDITIONS OF EMPLOYMENT The Temporary Agent will be appointed by the Executive Director, upon recommendation of the Selection Committee, following the selection procedure. He/she will be recruited as a temporary agent pursuant to Article 2(a) of the CEOS for a period of five years which may be renewed. The temporary agent post in question will be placed in group AST 3. Successful candidates who are recruited will undergo an initial probation period of six months. The place of employment is Valletta Harbour (Malta). 7.
