Org. Setting and Reporting
The position is located within the Programme Planning and Management Section of the Mine Action Service, Rule of Law and Security Institution Office within the Department of Peacekeeping Operations in New York. The incumbent will report to and advise the Chief of Section.
Responsibilities
Within delegated authority the, Mine Technology Officer will be responsible for the following duties:
1. Develop, revise and maintain the UN policy on the application of technology to mine action including Physical Security and Stockpile Management (PSSM), in close coordination with other UN partners, member states, commercial companies, NGOs and academia.
2. Establish, refine and maintain a formal, systematic and auditable process for assessing the availability, suitability and affordability of technology to mine action. Prepare and distribute a portfolio of funding sources and investment opportunities for mine action technologies.
3. Provide direction and guidance to UN partners, member states, international aid organizations, NGOs, academia, Research and Development (R&D) establishments and UNMAS Programme Officers on mine action technologies and technological requirements, in accordance with the overall aim and objectives of the UNMAS.
4. Provide formal briefings to the UN Secretariat and the mine action community on matters relating to technology and to the application of quality management systems in support of mine action. Represent the UN at international fora and make formal presentations on matters relating to mine action technology. Enabling duties and responsibilities
5. Collect, collate and analyze all relevant information on existing technologies which may have application to mine action tasks and processes, with effective dialogue and liaison with industry, ministries of defense, test and evaluation establishments, professional bodies, and international and national organizations including NATO Maintenance and Supply Agency (NAMSA), currently engaged in all facets of mine action.
6. Monitor development in mine action and PSSM practices and procedures and other standards and guidelines such as International Ammunition Technical Guidelines and relevant NATO standards, with the aim of improving safety, efficiency and cost effectiveness of mine action programmes.
7. Decision Support Tools. Encourage the development of suitable and effective decision support tools for use by managers of mine action programmes. This requires an understanding of internationally recognised methodologies and strategic management techniques and practices, and experience of their use.

Education
Advanced university degree (Master’s degree or equivalent) in science, engineering, management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in mine action or other related disarmament field. Experience with the Research & Development process and with information management systems is required. Supervisory experience is desirable. Experience within United Nations Peacekeeping Operations is desirable.
Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
