Org. Setting and Reporting
Under the direct supervision of the Director, the incumbent will head the Finance and Budget Section of the Mine Action Service within the Office of Rule of Law and Security Institutions, Department of Peacekeeping Operations in New York.
Responsibilities
Budget planning
-The Chief will be responsible for planning, organising and managing the preparation of UNMAS Cost Plan and budget proposals for appropriations from peacekeeping budgets.
-Secures the approval of the peacekeeping budgets from the General Assembly
-Ensures legislative mandates are accurately translated into the peacekeeping budgets
Budget preparation
-Plan and coordinates review of budget submissions
-Reviews, analyses and finalises cost estimate, grant proposals and budget proposals for mine action projects, peacekeeping budgets and the annual Cost Plan
-Provides substantive support and guidance to relevant intergovernmental and expert bodies in their budget review
Budget administration
-Manages allotments, including redeployment of funds when necessary, ensuring appropriate expenditures
-Monitors expenditures to ensure that they remain within authorised levels
-Administers and monitors extra-budgetary resources including review of financial agreements, contribution agreements, mine action project documents, MOUs, SLAs and cost plans, ensuring compliance with regulations and rules and established policies and procedures
-Authorises payment to Governments for payment of balances from voluntary contributions to the Trust Fund for Assistance in Mine Action
- Oversees the review and finalisation of budget performance reports, monitors variance between approved budgets and actual expenditures
General
-Provides advice and guidance to staff members on budgetary and financial policies and procedures, including results-based budgeting.
-Participates in inter-departmental meetings on matters related to resource requirements, programming and budgetary issues.
-Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions.
-Acts as Certifying Officer
-Responsible for the development and implementation of UNMAS risk management as it relates to budgeting, financial management and performance reporting.
-Monitor the status of contributions received from donors
-Ensures that the Grantees that UNMAS funds has good financial management
-Coordinate the certification of donor reports and individual financial statements by the Accounts Division
-Oversee the Management of the information system (ProFi) and negotiate the terms of the SLA with service provider, as well as ensure the smooth transition of ProFi data with the new ERP
-Act as focal point during audits of UNMAS programmes and report on the status of implementation of audit observations/recommendations
-Contribute to the development and implementation of a business continuity plan of UNMAS

Education
Advanced university degree (Master’s degree or equivalent) in Economics, Business Administration or related area. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in Finance, Budget, Accounting or related field is required. Experience with United Nations Regular Budget and management of Trust Funds is desirable.
Languages
Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified applicants may include assessment exercise, which may be followed by a competency-based interview.
Special Notice
Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. The post is currently budgeted for a one year period.
