Cedefop invites applications for the drawing up of a reserve list for the position of an ASSISTANT – INFORMATION MANAGEMENT AND ANALYSIS Initial contract period: 5 years AST 4 The job profile The job is to support information collection, analysis and publication in a European Union context. The assistant will join on-going project teams working, for instance in the following areas: • Reporting and monitoring on VET policies and systems: this project aims at systematically collecting, organising and analysing information on VET in the Member States. This information is used to prepare descriptive material (publications, flyers, fiches) on individual countries systems, as well as reports on the policy reforms undertaken and key challenges ahead. The information collected is also used by Cedefop for cross-country comparative analyses of developments in Europe (for more information on related activities: http://www.cedefop.europa.eu/EN/analysing-policy/index.aspx); • Maintaining an online information resource on trends in skill needs (also called ‘European skills panorama’): The online resources will include data and intelligence from EU and national sources, including Cedefop’s skill needs data and analyses. Information will be stored in a database, and used to produce standard indicators and commentaries/brief analyses on trends in skill needs in key sectors and occupations, in EU countries and for selected transversal skills (for more information on related activities: http://www.cedefop.europa.eu/EN/identifying-skills-needs/index.aspx); The successful candidate will work under the supervision of a project manager and the Head of Area. JOB TASKS AND RESPONSIBILITIES Assist the collection, quality assurance, analysis and publication of information by supporting the project teams to: • Prepare guidelines and surveys for reporting on national VET systems and policies or on trends in skill needs in particular countries, sectors or occupations; • Collect and manage information from various sources and liaise with information providers; • Apply standards for assuring the quality of the information provided; • Consolidate information by country and by themes, as well as promote comparability of information across countries; • Draft reports, documents and other analytical commentaries for publication and diffusion by Cedefop to its key stakeholders, especially the European Commission, Member States and social partners • Organise and participate in meetings with networks of representatives from Member States; • Liaise with the IT/web management department to improve the usability of online products, publications and databases. FORMAL REQUIREMENTS To be considered eligible, applicants must: • Be a citizen of one of the Member States of the European Union; • Have completed a level of post-secondary education attested by a diploma and after having obtained the diploma, 6 years appropriate full-time professional experience OR a level of secondary education attested by a diploma which gives access to post- secondary education and after having obtained the diploma, 9 years appropriate full-time professional experience; • Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities; • Enjoy full rights as a citizen; • Have fulfilled any obligations imposed by the laws on military service; • Be physically fit to perform the duties relating to the post. APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING SELECTION CRITERIA Education, knowledge and professional experience • Of the 6 (or 9) required years of experience (see formal requirements above), at least 3 years professional experience must be in project(s) of similar nature, i.e. implying the collection, management and analysis of large amounts of information from different sources; • Knowledge of current VET policy issues at European and/or national level; • Excellent written and spoken English; • A good command of MS Office. Professional competences and skills • Very good ability to process, analyse and synthesise written information; • Ability to identify key issues and important trends related to education/training and/or skills/employment; • Ability to deliver results and manage work independently, within the given range of responsibilities; • Ability to plan, set priorities and deliver results on schedule; • Very good team working skills; • Good organisational and problem solving skills; • Good interpersonal communication skills; • Persistence, accuracy, task focus and result-orientation. Contractual conditions The contract is for 5 years with the possibility of renewal. The successful candidate will be recruited in grade AST 4. The basic monthly salary for grade AST 4 (Step 1) is approximately € 3840. The salary is subject to a salary weighting (currently 94.8%) and a Community tax deducted at source but it is exempt from national taxation. In addition, staff members may be entitled to various allowances such as household allowance, expatriation allowance, dependent child and education allowance.
