Cedefop invites applications for drawing up of a list of suitable candidates for the position of an EXPERT IN RESEARCH AND ANALYSIS ON SKILL NEEDS AND MISMATCH Initial contract period: 5 years AD 5 The job profile Cedefop’s medium-term priorities for 2012-14 are the following 1. Analysing skills and competence needs to inform VET provision JOB TASKS AND RESPONSIBILITIES In line with Cedefop’s mission, medium-term priorities and annual work programme, the successful candidate will be appointed in Area Research and Policy Analysis, as expert in skill needs and mismatch. Reporting to the Head of Area the expert will work in a project team and have the following responsibilities and tasks: Research and analysis • Carry out policy-relevant research and analysis on skill needs in Europe, socio-economic developments affecting skills and the role of VET, learning and other public and private sector policies to develop individuals’ skills and reduce mismatch; • Draw conclusions about the impact of these developments on Europe’s competitiveness and future socio-economic development; • Contribute to developing research tools, in particular surveys, to reinforce Cedefop’s analysis and research capacity; • Carry out state-of-the-art empirical and statistical analysis using surveys’ results and other primary data from European sources; • Promote and disseminate research outcomes taking into account Cedefop’s main stakeholders and target groups – in particular policy-makers; • Develop and maintain working relations with relevant stakeholders and researchers, networks, partner organisations, including social partners, the European Commission and other European and international institutions and to contribute to working groups and other project teams; • Deliver high-quality outputs, implement effective working methods and maintain good communication and knowledge-sharing; contribute to the Centre’s work programming and reporting; • Contribute to the overall management of the skill needs project and sound implementation of procurement, administrative and financial procedures in compliance with Cedefop’s legal and financial regulations. FORMAL REQUIREMENTS To be considered eligible, applicants must: • Be a citizen of one of the Member States of the European Union; • Have a level of university education which corresponds to completed university studies (of at least three years), attested by a diploma; • Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities; • Enjoy full rights as a citizen; • Have fulfilled any obligations imposed by the laws on military service; • Be physically fit to perform the duties relating to the post. APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING SELECTION CRITERIA Education, knowledge and professional experience • A university degree in social sciences (such as sociology, statistics, education sciences, psychology, HRD/HRM economics or political sciences); • At least 2 years full-time equivalent professional experience in carrying out research on skills needs and mismatch and/or relevant labour market/economic research, documented by relevant refereed publications or a doctoral thesis (copies of one or two publications should be attached); • Knowledge of socio-economic research issues related to education/training/skills and their European dimension; • Very good knowledge of English, including drafting and oral skills; • A good command of IT (MS-Office, Internet) and of statistical analysis programmes (SPSS, Stata or other). Professional competences and skills • Sound understanding of research issues in education/training/skills and their political, economic and social context; • Sound methodological skills in social sciences research; including applied knowledge of survey methods, questionnaire design and other tools for data collection; • Ability to work with data sets, analyse survey data and to carry out state-of-the-art empirical and statistical analysis; • Solid analytical skills and ability to identify key issues and important trends related to education/training/skills and to draw policy implications of research findings; • Ability to draft, review and edit scientific publications and draft concise publications to disseminate outputs and findings, making them understandable to a wide and diverse target group; • Excellent communication skills and ability to lead discussion and present work accurately and convincingly in meetings and conferences; • Ability to work constructively in an international, multicultural and multidisciplinary team; • Persistence, accuracy, task focus and result orientation. Contractual conditions The contract is for 5 years with the possibility of renewal. The successful candidate will be recruited in grade AD 5. The basic monthly salary for grade AD 5 (Step 1) is approximately € 4300. The salary is subject to a salary weighting (currently 94.8%) and a Community tax deducted at source but it is exempt from national taxation. In addition, staff members may be entitled to various allowances such as household allowance, expatriation allowance, dependent child and education allowance.
