The EIB, the European Union's bank, is seeking to recruit for its Directorate for Lending Operations Advisory Services Department - European PPP Expertise Centre (EPEC), at its headquarters in Luxembourg, a:
Principal Adviser - EPEC
Established in September 2008, the European PPP Expertise Centre (EPEC) is a joint initiative of the European Investment Bank, the European Commission and European Union Member States and Candidate Countries.
Appointment will be made on the basis of a 3 years fixed-term contract
Purpose
The main objectives of EPEC are to strengthen the capacity of the public sector to develop PPP policies and programmes and to enter into Public Private Partnership (PPP) transactions. It does this by providing PPP Policy, Programme and high level Project support to the public sector in Member and Candidate States as well as to the European Commission and the EIB. An important focus of EPEC's work over the next years will be to help Member States respond effectively to the financial conditions currently constraining the development of PPP markets. This is an excellent opportunity for someone who wishes to be an integral part of a pan-EU strategic policy advisory service delivered by the EIB.

Operating Network
The post holder will report to the Head of EPECand will work with internal (EIB) and external (seconded) staff appointed to EPEC.
There will be a need to maintain and develop external contacts in particular with the European Commission and PPP public sector institutions within Member States, Candidate countries and beyond.
Responsibilities
The vacancy is for a Principal Adviser, able to work independently shortly after appointment and to lead small teams of EPEC advisers to deliver the annual work programme. He/she will:
Contribute to the development and implementation of EPEC's work programme and business plan, including the development of new initiatives and activities to meet the objectives of EPEC members and policies
Lead the implementation of parts of the work programme, working with groups of EPEC Members and working bilaterally to advise individual Members on Policy, Programmes and Projects
Manage EPEC staff in the delivery of the EPEC annual work programme to time, budget and quality
Manage externally delivered consultancy assignments and delivery of assignment objectives
Liaise with the EIB's lending teams and sector specialists to draw on the wider expertise relating to PPPs within the Bank
Contribute to the development of systems for the management of EPEC's activities and to the quality control of EPEC's outputs
Represent EPEC at high level meetings, conferences and other events
Assist the Head of EPEC in the relationship/reporting with/to EPEC governing bodies and the main PPP policy stakeholders
Qualifications
University qualifications in a relevant field, such as, Finance, Economics, Law or Business Administration
At least 5 years of relevant experience, includingexposure to the financial, economic, technical, legal and/or policy aspects of PPPs
Solid knowledge of PPPs in a European context
Good knowledge and understanding of the EIB's mission, strategy and activities
Excellent knowledge of English and/or French and a good command of the other (*). Knowledge of other European languages would be an advantage
Competencies
Strategic thinking, excellent analysis and problem solving skills
Ability to convince and command the confidence of senior decision-takers in European PPP taskforces and the European Commission
Ability to establish and maintain effective collaborative working relationships with clients, peers, senior management and more junior staff
Strong organisational and project management skills
Good drafting skills in English, communicating with clarity and concision
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
