Job ID: 100773 Entity: European Investment Bank Location: Luxembourg Full/Part Time: Full-Time Regular/Temporary: Temporary The EIB, the European Union's bank, is seeking to recruit for its Directorates for Lending Operations (Ops A and Ops B) - Advisory Services Department (ASD) - RDI Advisory Unit: (Senior) Advisors Appointments will be made on the basis of a 3 year fixed term contract, with the possibility of prolongation This is a preliminary campaign in order to create a reserve list for anticipated future vacancies. Purpose To expand the EIB's advisory capabilities in Research, Development and Innovation (RDI) in support of the Horizon 2020 objectives. To enhance the quality and diversity of RDI projects that can be financed by EIB Group's financial products, such as the Risk Sharing Finance Facility (RSFF), thus contributing to the Bank's COP objectives for Knowledge Economy. Specific Post Environment The RDI (Research, Development and Innovation) Advisory Unit is a newly established autonomous Unit reporting directly to the Head of the Advisory Services Department (ASD). The Unit now proposes to recruit Advisors, with appropriate experience and expertise in different sectors, and with different seniority levels, to create a complementary and flexible advisory team. RDI Advisory aims to set up i) an RDI expertise network for European and Member States authorities and ii) provide upstream, project-related, advice on priority RDI projects, to enhance their prospects for RDI financings, such as from RSFF and other dedicated sources. As such, the RDI Advisory activity forms part of the Bank's innovation finance product offering, complementing the RDI lending and blending activities, to support the achievement of the objectives of the EIB COP and Horizon 2020. Operating network The Advisors will report to the Head of Unit and work in close collaboration with all other Directorates/Departments involved in the development and delivery of the Bank's RDI Advisory activities, primarily the Front Office Lending geographical teams, the New Products Special Transactions Department, in-house legal, the Institutional Strategy Department and the Projects (PJ) Directorate (typically Engineers and Economists). The successful candidates will have extensive external contact and work closely with beneficiaries and funders of EIB's Advisory Services including, but not limited to, the European Commission, IFIs/MDBs/Public Authorities, Public Private Partnerships such as Joint Technology Initiatives (JTI) and major public and private sector organisations in the Member States and Associated Countries. Responsibilities In close collaboration with other EIB Services concerned, the selected candidates will: Provide advice on RDI projects to improve their overall "financeability" and potential for EIB financing Advise clients on the development of their organisational capacity, project preparation and on the implementation and utilisation of financing instruments Develop, in collaboration with other Ops departments and PJ, as well as European Commission Directorates, new Advisory mandates and projects, in line with the Bank's objectives to enhance investment in the knowledge economy Manage external consultants Assist on the reporting by the RDI Advisory Unit to the EIB, to the European Commission and to clients Assist Member States Authorities and the European Commission to establish an RDI Expertise Network Qualifications University qualification in a relevant field such as Finance, Economics, Engineering, Law or Business Administration At least 5 years' relevant professional experience, including proven experience in the development, delivery or management of advisory services, within or outside the EIB Group Experience in the financial analysis, structuring and advising on project finance operations would be a considerable advantage Extensive knowledge and experience of the EIB Group operations and institutional framework Relevant experience of working with the European Commission on policy and programmes Good command of standard computer tools (Word, Excel, Power Point) Excellent knowledge of written and spoken English and a good command of French. Knowledge of other EU languages would be an advantage.
