The EIB, the European Union’s bank, is seeking to recruit for its Directorate for Lending Operations Advisory Services Department - European PPP Expertise Centre (EPEC), at its headquarters in Luxembourg, an:
EPEC ADVISER
Established in September 2008, the European PPP Expertise Centre (EPEC) is a joint initiative of the European Investment Bank, the European Commission and European Union Member States
and Candidate Countries.
Appointment will be made on the basis of a fixed term contract of up to 1 year,
ending 1st April 2014 with a possibility for prolongation
Vacancy is for a fully-fledged adviser, able to work independently shortly after appointment.
Purpose
To provide PPP policy and programme support to the public sector in the Western Balkans. This work is being developed under EPEC’s mandate from the Western Balkans Investment Framework (WBIF).
The WBIF work aims to bring PPP expertise to the Region and share knowledge and experience among countries, with a particular focus on Croatia and Montenegro. It is focused on appraising and improving existing institutional structures; strengthening PPP programmes and in collaboration with the Authorities developing a framework for implementing PPP programmes. Also, the assessment of PPP readiness and, where appropriate, providing high level support for the implementation of PPP projects.
Apart from the WBIF work, Advisers are expected to contribute to specific areas in the general EPEC work programme.

Operating Network
The post holder will report to the Head of EPEC/team leader and will work as a team member with internal and external staff appointed to EPEC. There will be a need to maintain and develop external contacts, in particular with public sector PPP task forces in the Western Balkans region.
Responsibilities
Contribute to the implementation of EPEC's work programme in the Western Balkans in the context of the WBIF mandate;
Establish/maintain relationships with the main PPP policy stakeholders in the Western Balkans;
Participate in the analysis and development of institutional structures and PPP programmes in the Region;
Propose improvements of PPP processes, procedures, methodologies, and working methods;
Participate in the development of a PPP readiness assessment tool;
Participate in drafting of key policy papers and reports for senior management and general use;
Support/Development of PPP expertise and knowledge dissemination in the region;
Contribute to the management of external consultancy assignments, and the delivery of assignment objectives
Qualifications
University qualifications in a relevant field, such as Finance, Economics, Law or Business Administration;
At least 5 years of relevant experience, including legal, policy, financial, economic and/or technical aspects of PPPs;
Sound knowledge of PPPs in the European context;
Work experience on PPPs in the Western Balkans would be an advantage;
Proficiency in MS Office Tools (Word, Excel, Power-point);
Good knowledge and understanding of the EIB’s mission, strategy and activities
Excellent knowledge of English and/or French and a good knowledge of the other (*). Working knowledge of Croatian or another language spoken in the Western Balkans would be an advantage

Flexibility and ability to work reliably and accurately under pressure
Good drafting skills in English, communicating with clarity and concision
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages.
