The EIB, the European Union’s bank, is seeking to recruit for its Transaction Management and Restructuring Directorate (TMR) - Restructuring, Refinancing/Repackaging & Funds Division (RRF) at its headquarters in Luxembourg:
TRANSACTION MANAGEMENT OFFICERS – SPECIAL TRANSACTIONS
This is a preliminary campaign in order to create a reserve list for anticipated future vacancies. Appointments will be made on the basis of a fixed term contract of up to 4 years.
Purpose
Under the supervision of the Head of Division/Head of Unit, the Transaction Management Officer – Special Transactions will propose, negotiate and implement solutions in relation to complex post signature events for signed debt and equity operations (entailing debt restructuring and refinancing transactions). He/she will, in addition, monitor intensive care cases, in order to protect the Bank’s financial interest and reputation across both EU and non-EU jurisdictions.
The exact composition of the portfolio will depend on the selected candidates’ experience in the Restructuring of Debt and Equity operations.
Specific post Environment
TMR monitors counterparts and contracts and acts on contractual events under its responsibility, as well as on distressed transactions, in order to protect the EIB's financial interest and reputation. The Directorate is responsible for the Financial Monitoring, Event Resolution and Restructuring of (i) EU debt counterparts, (ii) EU and non-EU fully invested funds and equity, as well as (iii) EU and non-EU private sector distressed transactions. TMR is also responsible for developing and updating Bank-wide Financial Monitoring guidelines. TMR/RRF covers all special transactions, as well as post-disbursement/investment equity operations, originated both inside and outside of the Union.
Operating Network
Under the supervision of the Head of Division, the successful candidate will cooperate closely with other Departments, Directorates and Divisions across the Bank, in particular with the Origination teams, with Legal, Finance and Credit Risk,and with the other Divisions in TMR, which transfer distressed cases to RRF.
S/he will also have external contact with counterparts, other transaction stakeholders, co-lenders, agents, shareholders, borrowers, sponsors and sector experts.
Responsibilities
Depending on the level of the post, and their relevant experience, the selected applicant will be expected to support, execute or lead:
The resolution of work-intensive post-signature events
The negotiation and restructuring of assigned private sector, financially distressed, EU and non-EU transactions
The monitoring of and reporting on assigned special transactions including intensive-care transactions
The preparation, when required, of watch lists, provisioning and coverage reports for assigned borrowers and transactions
The management of relationships with counterparts and co-lenders in respect to special transactions
Contributions to the Division’s regular reports
Qualifications
University degree, preferably in Business Administration, Law, Finance or Economics, ideally supplemented by post-graduate studies and/or training in Restructuring
At least 3 to 5 years of relevant professional experience gained in the financial services sector
Experience in the handling of origination and negotiation of project finance, distressed cases and the transaction of structured finance operations
Solid track record in project and/or corporate loans, ideally with exposure to equity type instruments
Strong credit risk skills, including financial and cash flow analysis
Excellent quantitative skills
Knowledge of standard computer tool. Experience and advanced knowledge of Excel and/or other financial monitoring systems and techniques, would be an advantage
Excellent knowledge of English and/or French (*) and a good command of the other. Knowledge of other EU languages would be an asset
Competencies
Aptitude to understand, anticipate issues in assigned transactions and provide sound judgement
Strong communication skills, both verbal and written
Strong negotiation skills with the ability to convince and instil confidence
Ability to maintain good contacts with borrowers and agent banks
Aptitude to work independently and under pressure
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
