Background / General description:
Note: this is one year ETC contract with potential extension for a second year.
The Energy Anchor Unit (SEGEN) of the World Bank is looking for an enthusiastic professional with strong economic research skills and experience in the energy sector to work as part of the Energy Anchor research team. The work program also includes an active learning event program to disseminate knowledge.
SEGEN coordinates the development of energy strategy and implementation policies, and provides support to the Bank’s regional operations. The Unit is engaged in developing cutting-edge analytical tools and knowledge products on energy access, Renewable Energy, Energy Efficiency hydropower, smart grids, energy markets and governance to mention a few. The Unit also supports multi-partnership initiatives, such as the Clean Technology Fund (CTF) and Scaling up Renewable Energy Program (SREP) of the Climate Investment Funds, coordinating the Bank’s activities and through technical and operational inputs.
The Energy Unit, SEGEN within the Sustainable Energy Department, plays a key role in establishing the mission of the energy sector in Bank operations. The department is part of the Sustainable Development Vice-Presidency (SDN), and directly supports the operations of the six regional energy units as well as corporate energy strategy and policy. The primary roles of the unit include: (i) Establishing a strategic vision for the energy sector in the Bank operations; (ii) partnership development within and outside the Bank and coordination of sectoral activities and inputs across Regions, with other Sectors, and with External Partners; (iii) policy development and managing knowledge dissemination, including serving as an incubator for new ideas through QERs and policy research; (iv) monitoring the performance of energy operations; and (v) strategic management of sector staff.
The unit works closely and collaboratively with staff of the Energy Sector Management Assistance Program (ESMAP). As well as supporting and contributing to the centrally funded activities of the unit, all staff provides high-level operational support, advice, and skills to regional operational units.
The economic team within the Energy Unit is developing a work program considering inter alia the economic, social and environmental impact of moving toward low carbon solution, particularly when such a change is implemented through an increasing proportion of renewable energy. The higher costs of renewable mean that companies particularly in the private sector will not be willing to undertake investments in renewable generation, unless they are required to or offered economic and financial incentives to do so. Traditional energy planning and related regulation may need to be revisited to minimize long lead times for transmission investment (typically greater than for generation) which are often identified as the main obstacles to new renewable generators being able to get connected to the grid. Whereas, some reforms may be unequivocally (e.g. removing fossil fuel subsidies) other reforms (e.g. unbundling, wholesale competition) may under some circumstances tend to discourage low carbon options.
Duties and Accountabilities:
Specific assignments will include:
1. Undertaking collection of data and relevant information for systematic analysis and case studies;
2. Designing templates for data collection and case study;
3. Performing data quality control;
4. Identifying and using new sources of information to improve accuracy and coverage;
5. Summarizing data into summary table, graphs and charts;
6. Analyzing the data and information as required;
7. Under guidance, preparing sections of reports involving the analysis, evaluation and preparation of data, as well as formulating conclusions and recommendations, and writing routine reports and participating in drafting position papers and technical working documents for wider circulation;
8. Preparing presentations, short dissemination pieces and other outputs, as required;
9. Assisting in the organization of knowledge-dissemination and workshops/seminars related to ongoing analytical work and conference meetings organized with the Bank participation.
Selection Criteria:
The ideal candidate would have at least two years of relevant professional experience preferably in Bank client countries in the energy sector
a) MA/MSc in Economics, Finance or a related discipline;
b) Minimum 5 years work experience;
c) Strong conceptual and research/analytical skills with the ability to quickly analyze data and information from different sources and produce coherent reports;
d) Strong statistical and econometric skills;
e) Excellent data management skills;
f) Excellent oral and written communication skills in English;
g) Strong interpersonal skills and proven ability to work in a multi-cultural environment
h) Excellent organizational skills – proven track record of managing projects and/or organizing workshops and conferences will be an advantage;
i) High level of energy, initiative and flexibility in quickly adjusting to changing work program requirements and a variety of tasks;
j) Good academic knowledge and background in, and preferably some professional (including internship) experience in, sustainable energy and climate change issues, prior experience living and/or working in a developing country would be desirable;
k) Willingness to travel if required.
