Main areas of responsibility: ACER, the Agency for the Cooperation of Energy Regulators, established pursuant to Regulation (EC) No 713/2009, is responsible for assisting the National Regulatory Authorities, referred to in Article 35 of Directive 2009/72/EC and Article 39 of Directive 2009/73/EC, to exercise, at Community level, the regulatory tasks performed in the Member States and, where necessary, to coordinate their action. ACER is looking for a dynamic and highly-motivated seconded national expert who will work with Agency staff in performing the tasks required for the fulfilment of ACER’s mission. The main tasks of the seconded national expert we are seeking under this particular notice of vacancy will include the following: (a) Contribution to the preparation of ACER’s annual market monitoring report about the status of the EU electricity markets, as referred to in Article 11 of Regulation (EC) No. 713/2009, with a particular focus on the monitoring of unplanned electricity flows (“loop flows”); (b) Contribution to the preparation of ACER’s report assessing the on-going national developments in capacity markets in electricity wholesale markets and their potential impact on the market integration process; (c) Contribution to the Agency’s activities regarding the Electricity Regional Initiative process, the CACM NC and the Balancing NC; (d) Contribution to the preparation of opinions and recommendations which the Agency issues pursuant to Regulations (EC) Nos. 713/2009, 714/2009 and 715/2009; (e) Contribution to the execution of other tasks as defined from time to time by the Director. Main qualifications: The candidate should meet the following essential criteria: 1. At least 3 years of experience in regulatory and market monitoring issues for the electricity sector; 2. University degree in the fields of economics/industrial organisation or engineering; 3. Proven knowledge of economic and regulatory principles surrounding electricity markets; 4. Knowledge of applied research; 5. Proven knowledge of spreadsheet software, databases, and econometric of statistical packages, at least at a basic user level; 6. Familiarity with complex data treatment such as collection, validation and crosschecking in electricity; 7. Familiarity with writing good quality reports, in both technical and plain English, based on well-sourced economic and statistical evidence with regard to: (i) wholesale electricity markets; (ii) retail electricity markets; and (iii) third-party access to networks, including capacity economics and network access charging in electricity. Advantageous criteria: 1. Longer relevant professional experience as specified in point 1 above; 2. Postgraduate degree in the fields of economics/industrial organisation; 3. Knowledge of capacity markets in electricity wholesale markets; 4. Knowledge of assessing benefits of cross border EU electricity trade; 5. Knowledge of EU energy policy; 6. Having acquired the relevant experience in an institution charged with regulatory responsibilities. Languages : The seconded national experts must have knowledge of two Community languages. For the execution of their duties, the seconded national experts should have excellent command of the English language. While the knowledge of a second Community language is acceptable at proficiency level B2, excellent command of the English language is an absolute priority and the proficiency level expected is C2.
