Executive Agency for Competitiveness and Innovation (EACI) HUMAN RESOURCES ASSISTANT (REF.: EACI/III/2012/003) LOCATION: BRUSSELS Deadline for applications: 1 October 2012 at noon (Brussels time). JOB DESCRIPTION Overall purpose The Human Resources Assistant will provide support and contribute to the correct and effective implementation of HR processes, in accordance with Agency and Commission procedures and regulations, and towards the achievement of the HR sector's objectives. The HR sector aims to establish a reserve list for an HR Assistant, in particular in the field of recruitment & selection, but also in other HR domains. Functions and Duties Planning and design - Contribute to the analysis and definition of present and future staffing needs; - Plan and maintain Agency's recruitment plans; - Plan, follow-up and forecast travel reimbursement budgets; - Establish, develop and maintain competence profiles in cooperation with HoU's; - Design and maintain effective and innovative selection and assessment tools; Administer and coordinate - Organize and manage selection processes from beginning to end in accordance with established rules and procedures (i.e. selection panels, vacancy publications, interview invitations, screenings, participate in interviews and prepare minutes); - Establish and maintain paper and electronic records of the selection procedures and their constituent parts in accordance with agreed standards; - Maintains the recruitment reserve lists; - Ensure efficient and correct processing of travel reimbursements in accordance with financial provisions and in consultation with the Finance and Budget Officers; - Act as focal point handling internal requests for "intérimaires" – administer the 'intérimaire" contracts in liaison with the Financial and Budget Officers; Reporting and communication - Manage the EACI-HR (functional) mail box and deal with the various requests for information; - Report on and highlight issues, problems and difficulties in the area of competence; - Issue yearly and ad hoc management information reports on recruitment and selection and/or other HR activities; - Provide selection panels with expert assistance on processes, procedures and assessment methods; - Contribute to HR internal communication activities (maintain and update HR pages on intranet, etc.); - Contribute to employer branding activities (EACI website, etc.). Other - Keep track of regulatory and administrative developments and best practices in the area of responsibility; - Help establish, maintain and update standard operating procedures in the area of competence; - Where needed carry out other HR activities such as Time Management, Personnel Administration, Training Management, Career & Performance Management, HR Communication & Policies; - Establish constructive working relations within the Agency and within the HR sector and perform work in a service oriented manner. QUALIFICATIONS AND EXPERIENCE REQUIRED Eligibility criteria Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications: 1. To be included in the European Personnel Selection Office (EPSO) database for contract agents in function group III in a field related to the profile of the post (i.e. HR Officer/Assistant, Administrative Officer/Assistant, Communication Officer/Assistant) and have successfully passed the EPSO selection and competence tests for that function group. Candidates included in the European Personnel Selection Office (EPSO) database for contract agents CAST RELEX and CAST 2010 are not considered as eligible for this post. 2. A post-secondary education (with an official duration of at least three academic years) attested by a diploma; or a secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years. 3. To have a thorough knowledge of at least two official languages of the European Union; 4. To be a national of a member state of the European Union, Norway, Iceland or Liechtenstein; 5. To be entitled to his or her full rights as a citizen; 6. To have fulfilled any obligations imposed by the applicable laws concerning military service; 7. To meet the character requirements for the duties involved; 8. To be physically fit to perform the duties linked to the post.
