The EIB, the European Union's bank, is seeking to recruit for its Risk Management Directorate (RM) - Credit Risk Department (CRD) - Risk Policy and Pricing Division (RPP) - Capital Adequacy and Risk Reporting Unit (CARR) at its headquartersin Luxembourg, a:
(Junior) Risk Management Officer - Capital Adequacy and Credit Risk
Appointment will be made on the basis of a 4 year fixed term contract
Purpose
Contribute to the maintenance and further development of EIB's Basel II / Basel III / CRD IV framework (credit risk measurement, capital adequacy assessment and reporting, stress testing, in compliance with best practice and regulatory framework) with a strong focus on Pillar 1 and credit risk.
Contribute to the Bank's Risk Management Policies overall.
Operating Network
S/he will report to the Head of the Capital Adequacy and Risk Reporting Unit and will work in close collaboration with colleagues of the Risk Policy and Pricing Division and Risk Management Departments. Regular contacts with colleagues in other Directorates, as well as, occasionally, internal/external auditors and external counterparts.
Accountabilities
- Compute and review in detail the Bank's capital adequacy figures on a regular basis and report on the evolution of the capital adequacy ratio
- Prepare the Bank's regular reporting of Large Exposures in line with applicable regulatory requirements
- Improve the documentation of the Bank's implementation of capital adequacy calculations and related internal processes, with a strong focus on the regulatory treatment applied to the Bank's products
- Put in place written procedures and guidelines for the relevant internal processes and working tools
- Contribute to the Bank's regular and ad-hoc capital adequacy stress tests and projections
- Continually assess the Bank's Basel II / Basel III / CRD IV framework, propose and implement necessary updates:
- Monitor and interpret recent developments in regulation and best practice and directly contribute to the implementation thereof
- Coordinate related projects, in conjunction with IT when appropriate
- Provide input to ad-hoc analyses andwritten communications on specific Basel II / III / CRD IV credit risk mattersto senior management
- Participate in the Bank's efforts to ensure ongoing compliance with its framework of best banking practice in the area of risk management
Qualifications
- University degree in finance, engineering or economics, with a solid quantitative background. Post-graduate studies in one of these subjects would be an advantage
- Minimum 3 years' relevant professional experience, ideally gained in a Basel II implementation, credit risk modelling or similar role
- Detailed knowledge of the Basel II regulatory framework and recent developments (e.g. Basel III, CEBS guidelines, BIS papers)
- Proven experience of risk measurement methodology and tools (measurement of capital requirements under Basel II Pillar 1 and/or Pillar 2 including hands-on experience of relevant IT applications)
- Ability to work with large data sets and solid IT background (database, SQL)
- Proficient knowledge of MS Excel, VBA, familiarity with Business Objects
- Very good knowledge of English and/or French and a good command of the other (*). Knowledge of other EU languages would be advantageous

- Strong analytical skills and understanding of complex financial structures
- Ability to provide sound judgement on complex non-routine risk issues and provide clear recommendations
- Strong verbal and written communication skills
- Well-developed interpersonal skills and ease of contact at all levels
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
