Institution: Agency for the Cooperation of Energy Regulators (ACER) Title of function: Senior Market Monitoring Officer (ACER) Grade: AD 8 REF.: ACER/2013/003 Job Description: The Senior Market Monitoring Officer will coordinate the Agency’s market monitoring activities under REMIT in the Market Monitoring Department and lead its Market Conduct Team. Under the responsibility of the Head of the Market Monitoring Department, and working with other colleagues in the Department and in the area of market monitoring, the tasks of the successful candidate will include the following: • Coordination of the development of the Agency’s market monitoring strategy under REMIT and its implementation; • Monitoring of wholesale energy markets under REMIT to detect and prevent trading based on inside information and market manipulation, including an initial assessment or analysis of potential market abuse cases where the Agency suspects that there has been a breach of the prohibitions under REMIT; • Coordination of the cooperation with national regulatory authorities and other relevant authorities in carrying out the monitoring of wholesale energy markets in a coordinated and consistent way, including the establishment and coordination of investigation groups in cross-border cases consisting of representatives of concerned national regulatory authorities or other relevant authorities; • Contribution to the Agency’s tasks in preparing recommendations to the European Commission and/or guidance to national regulatory authorities in the field of market monitoring; • Providing support in the reporting to the management bodies of the Agency and guidance and feedback to colleagues working in the market conduct team; • Contribution to the preparation of the Agency’s annual report according to REMIT, the annual work programme and the Agency’s overall policy and strategy for an effective REMIT implementation. The Senior Market Monitoring Officer may be required, at times and especially in the period of REMIT implementation, to assist in other areas of work of the Agency and the Market Monitoring Department, according to needs and priorities, as defined by the Director and the Head of the Market Monitoring Department. Eligibility criteria Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications: 1. To have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four (4) years or more or a level of education which corresponds to completed university studies attested by a diploma, followed by professional experience in that field of at least one year when the normal period of university education is three years. 2. By the closing date for applications candidates must, after obtaining the qualifications mentioned in point 1, have acquired at least nine (9) years of professional experience relevant with the position; 3. To have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages to the extent necessary to perform his/her duties; 4. To be a national of a member state of the European Union; 5. To be entitled to his or her full rights as a citizen; 6. To have fulfilled any obligations imposed by the applicable laws concerning military service; 7. To meet the character requirements for the duties involved; 8. To be physically fit to perform the duties linked to the post. CONDITIONS OF EMPLOYMENT The successful candidate will be appointed by the Director of ACER as a temporary agent at grade AD8 pursuant to Article 2a of the CEOS for a period of 5 years which may be renewed. Pay and welfare benefits The pay of staff members consists of a basic salary supplemented with various allowances, including family allowances. Salaries are exempted from national tax, instead a Community tax at source is paid. The indicative gross basic monthly salary for grade AD8, step 1, is 6.299,95 EUR. The place of employment will be Ljubljana (Slovenia), where ACER is based.
